azura daedra artifact quest help

i need help with this quest. martin tells me to get a daedra artifact from the shrine of azura. so i go there and bribe one of the guys so he can tell me how to get it. and i have to offer the shrine some glow dust at either dusk or dawn. but how the heck do i get the glow dust from the wisp. what am i supposed to do. it says required level 2 and i am level 2

how do i loot it? am i spose to kill it? with what, swords dont work. and when i go up to it and press activate nothing happens

i figured it out , i had to use a firebolt to kil the wisp and it dropped the glow dust
