Quest characters refusing to talk.

Is anyone else having problems with quest people simply refusing to talk to you? Several times now I've had to bribe and entice people up to their max disposition to get them to talk to me about quest related topics.
I am currently on one in Bruma looking for a vampire hunter, and the person that knows where he is just refuses to talk to me even with disposition maxed. This makes the quest impossible to continue.
Any ideas what to do, except forget it and come back later?

I donr think personality or speechcraft should have any effect at this point; I thought they only affected where disposition started and how easily you are able to get it up.
And did you say anything to seriously offend the person? Because even with disposition maxed, they wont tell you anything important if thats the case. If not, you may have just hit a bug of some sort, so just wait a few days, re-load the area, or wait for the first patch to come out.

Actualy I have this same issue the guy that is s'posed to give you the key wont talk about the topic even with his disposition maxed.

Have you tried using both bribes and charm spells? I have no idea if your personality score is taken into account or if the maxed disposition from the minigame get higher as your speechcraft increase, as speechcraft is one of my major skills (which I kind of regret but helps out in these kind of situations).

Yeah, I know the quest you're talking about, need to get disposition to 70 - I cannot get it higher than 69, sux.

I have yet to see bribes stop raising disposition, I thought the returns just diminish untill your paying 1 g for 1 pt of disposition.

I find when this happens to me that hitting the person with a charm spell usually works. The only problem is that once the disposition goes back down the person sometimes "forgets" that they talked to you about something so you may wish to save before you try that route.

If you are a vampire in stages 3-4 (3 to 4 days without feeding), most NPCs refuse to talk to you. Sometimes there's something you must do to get NPCs to talk to you, some quest NPCs will only talk to you at a certain time of day. Bribes can help, but people with high responsibility scores (it's a stat hidden from you), will need much more grease for the disposition wheel. With a higher personality, their disposition goes down more slowly while playing the disposition minigame.

In this particular quest, Hafid Hollowleg at the Jerall View and Fjotreid at the Hammer and Axe, Petrine at the Bruma Wildeye Stables will tell you he's at Olav's Tap and Tack. Olav, with a disposition of 70, will tell you that he is indeed staying there AND will give you the key to his room!
Take the journal of Gelebourne that is behind his dresser (right side of the room as you come in)
The journal says that Gelebourne, Bradon, and Raynil explored an Ayleid ruin and liberated a powerful artifact. It also says they were in some sort of adventuring brotherhood.
Olav will tell you that Gelebourne was a "vampire" hunted by Raynil.
Guess what?
Raynil has been killing his brotherhood buddies under the guise of a Vampire Hunter hunting nasty old vampires. Why? To get their chest keys, so he can nab the artifact.. Bring the journal to Runellius (at Bradon's house) and everyone goes looking for Raynil.
When Runellius meets up with you an hour later at Olav's inn, you find that Raynil went to mountains west of the city.
__IMPORTANT__
When he says go with haste, DO IT. In one game day, Raynil disappears with the artifact in tow.

well, i had a similar problem, wiv the "revenge served cold". i went and got the amulet, came bk to the guy in need of help and wivout any warning he attacked me :S i tried reloadin the game but still the same, i cant complete it dammit!
