1 last ?

There are major skills and minor skills. When you improve enough of your major skills, you gain a level. When you 'level up', you choose 3 attributes to increase which, in turn, helps you improve certain skills more easily. To look at your level and all other stats, hit 'tab' to go into menu mode and click on your health/magicka/fatigue bar (on the bottom left) and click on the character tab (first one on the left). You can also click on the skills tab (middle one) to look at your progress in each skill and how close you are to leveling up overall.

All this is in the instruction manual, by the way.

Also, what is this question in response to? It sorta seems to be out of place in the middle of nowhere. If someone was talking about leveling up in another topic, it's relatively apropriate to ask the question right in that topic/board. Now there's a topic with a title that won't really help anyone to find an answer to the same question you just asked. A Subject like "Question about leveling up" might help others out a little more than just '1 last ?' or '?? ?? ??..', etc. Telling us what the question is about in the subject will help you get it answered faster and will help everyone else who may come after you to find what they're looking for too.

I'm not trying to pick on you, here. I'm just trying to suggest a more helpful way to find the answers to your questions. Welcome to the boards and let me know if you need anything else clarified. I'll help if I can.
