haunted house in Anvil

Hey, don't know if this topic belongs here, so move if necessary... Anyways,

During that one quest where you buy that haunted house in Anvil, you talk to the owner, follow him to the Imperial City, then he meets you back in Anvil. He then goes down to try to open that portal. He's been standing there for over 30 minutes waving his hands over the portal but nothing is happening. According to the stratagy guide, something should have happened. I killed the ghosts too, but nothing is happening. How do I proceed?

Had the same problem, try and leave the basement and come back again. If that doesn't help try and leave the house, and come back again.
If neither of that helps, then load a save game. At least I hope you have a recent save game.
