That's not really that weird. There are a couple places like that they just want to make it a bit of a challenge reaching it.

Lurks-In-Shadow is good for Assassins
Seeker-of-Death is good for Barbarians with no Armor
Takes-Not-Need is a good name for a Thief
Runner-Of-Magic is good for a fast spell caster
Honor-That-She-Seeks is a great name for a Paladin or Knight

No, I thought that humans gave the argonians these names because a lot of times they couldn't pronounce their black marsh name. Like ocheeva or tieneeva from the DB.
The one argonian in anvil whos name is pulls-ropes-faster says when you talk to him that "these idiots call me pulls-ropes-faster. bah! they couldn't pronounce my black marsh name anyway."

I think it's a combination of the two. The unpronounceable Argonian names have meanings which are then translated for the sake of the Cyrodiilic people.

I think its the jermaine brothers quest, where u need to find the farm just ask around town and ull know the location.
