where can i find NPCs with elven weps (lvl 9)

but where can  i findan npc with elven wep?

Its all random loot. So while I can't garentee you'll find one soon, if you keep looking in bandit caves, you will eventually find one.

Try Rockmilk Cave North of Leyawiin. Thats the best cave to get armor and weapons.

Try the quest "in the hunt" or something like it on bravil. I found some in the fort grief.
