Imperial Corruption Quest Glitch? *spoliers maybe*

I Googled this, but couldn't find any mention of the problem I've been having.  I started the Imperial Corruption Quest and convinced Ruslan and his Orc buddy to testify, but I didn't feel like waiting for hours until they left to talk to the Captain, so I went off and messed around in the Arena.  I eventually got this dialogue box saying the corrupted officer was in jail.  When I reentered the temple distrisct, Ruslan started following me!  He walkes right up and activates dialogue, but he doesn't say anything and has no new topic options.  It's worse than the Adoring Fan!  I'm thinking of leading him out into the wilderness and hope he's eaten by wolves.  Why is he doing this?  Did I mess something up by not following him to the Captain?

As an update, I reloaded and followed the Captain around becuase he was the one with the red map icon.  He entered an empty room and vanished!  The red icon disappeared and everything.  I reloaded again and followed Ruslan this time.  He and his Orc buddy went to the Imperial Greenway or whatever and milled around, chatted, then turned to me to tell me they had tesitified against the corrupt officer, without talking to anybody.  This just seems like a buggy quest to me...  Has anyone else tried it?

I don't remember this quest well. I may have done it. Your description is definitely a bug.

I don't know the console code but at this point I wouldn't call it cheating if you typed in the console code to force this quest to the next stage... or if that doesn't work, force the quest to be complete. (I'm really hoping you have the PC version, here)

Hopefully somone will be along shortly to tell you what to type in.

where do you start the quest. It was added new topic when i heard a rumor. But I cant talk to anyone about it. Can you tell me how to start it and where to start it.

I think you start it by talking to Ruslan/the Orc after you do the quest involving Thoronir and Agarmir selling dead peoples stuff(Can't remeber the quests name). I found Ruslan in Green Emperor Way, but I think you can find them anywhere in the IC.

And I can't help with the bugged quest. Sorry.
