My friend and I were talkingng about this and it was quite interesting.
If necromancy is banned, he asked, why are you allowed to summon skeletons, etc. I replied that it was creating matter and life rather than reanimating life and spirts.
We then got onto the subject of what exactly is conjuration/summoning? He thought it was summoning a spirt from another relm. I thought it was creating life and matter.
I just thought this was an interesting subject on the lore of Oblivion so add your opinions or stuff you know here.

In my opinion - conjuration IS Necromancism. Necromancer means that you reanimate the dead - and you most certainly do that with some conjuration spells. I do not use it - being a non-Mage, but I also think it is a hole in the Lore, since people like Lorgren Banirus have been slain because of necromancy, and I believe conjuration would be the same way. I am sure there is some "excuse" for conjuration, such as that they are conjured for a good cause and stuff like that, but basically I believe it is the same!

He, he being my friend, has now said hes read somewhere that conjuration is binding beings from another world (as in plain of being). So its not as much reanimating the dead as much as forcing help from another living being.
Necromancy is banned because it involves disturbing the dead. If what my friend is saying is right its more kidnapping and brainwashing someone/something and making it fight for you.

You might be right, and in the manual it actually says you summon cratures from "another realm"
The Conjuration skill "icon" is nevertheless a Daedric sign, meaning that conjuration is somehow linked to Daedra, Oblivion and thus evil and dark arts!

Summoning Any of the Daedric guys alows you to force a Daedric bady to be able to manifest out side of oblivion for a short time Thus its a dark art or Daedric Cults.

I think Necromancy is so prevelent because there are so many limits to organized magic, like a deadra doesn't stay summoned forever. Not to mention the fact that the main attraction of necromancy is immortality. If your looking at it from a power hungry spoiled noble's point of view which would you choose?
A. Being able to reanimate the dead for servants and warriors as long as there bones hold together, and get a chance to become a lich.
Or B. Summon at best something that stays in the world a minute or two and some stupid boots?
...I'd chose necromancer if I wasn't so appalled at disturbing the dead.
