Lol, i thought it was quite fun, everytime they attacked me id just run past some guards with them trailing behind, and then theyd chase me and the guards would chase them, and pretty soon i had a whole horde of people chasing me all over cyrodill, lol, but yeah after a while it is a little bit of a nuisance
