How do I remove an effect from a creature?

Hello.
I Tried to enchant Shadowmere by using one of the wayshrines, so the horse became faster. I placed him on top of one of the waysrhines (the one that gives you a speed blessing), and activated it. He did became faster, but It's like a Ferrari now... way too fast to use him on a place with no highways.
Is there any way to remove said effect from him? I thought it would only last a certain amount of time. But two ingame weeks later, he is still enchanted.
I've tried to use a custom dispel spell on him, but it does not seems to work.
I would really like to restore him back to normal. It's impossible to use a horse that runs so fast that it can get itself killed because every little level change on the terrain makes him jump and fall as if he were jumping off a cliff.

I've never even heard of something like this being done. The possibility of such a thing was beyond my imagination. Thank you for blowing my mind.
I think you only have two options at this point:
- Get a new horse... not much of an option since it's Shadowmere. Too bad this little experiment didn't happen on a generic horse that you could easily replace.
- Use console command magic to fix the problem.
Hopefully, you're on a PC or else you might be completely out of luck (as far as I can tell). I'm not too good with the console commands, since I never use them but if you choose the right combination, it might be possible to fix it. I'll let the experts step in with better ideas on exactly what commands to try but here are a few things you might want to play around with:
kill and then resurrect it. I know this horse doesn't die, but if you're using the console, it should do it anyways... if not, I think there's something like set.nonessential you can do first.
You might also be able to forcibly dispel using commands like that too... like I said, I'm not too familiar with the exact codes.
Also, does the horse have the same problem of being so fast it kills itself if you make it "walk" instead of run? If all else fails, the horse's normally slow walk, should be slow enough not to do too much damage, right? Also, don't hold down the forward button, tap it. Just an end-of-the-line suggestion.
[Edit: I also moved this to "Hints and Spoilers" since solving this particular problem will inevitably reveal some secrets of the DB questline, even if everyone already knows about them.]

I am on a PC.
Console magic will have to be. I've tried all non-console/cheating ways to solve it, to no avail.
I've been looking for a console command that can remove spells, but it does not seems to work.
My last alternative would be to make the horse non-essential, then kill him, and then creating a new one. But I don't want to sacrifice my horse...
That, or looking for a way to edit the save file, and remove the spell from there. But I haven't found any editing tool that allows me to do so. It's a binary file, and I don't want to spend an entire day trying to figure its structure out in order to alter it.

Normally the effect on your horse from the shrine is temporary - lasts a few hours.
This is clearly a crazy bug.
I wonder if using the console command 'makefullactorcopy' on the horse will make a new horse without the effect?

Nope. The effect seems to be permanent in this case. I too thought it would go away after a while. But it seems it's not the case here.
Odd. I can't edit my prior post.
I've managed to solve it.
I created a clone of the NPC with "makefullactorcopy", then I used "Disable" on the Original Shadowmere, effectively sending her to the limbo.
Not too elegant, but it worked.

[Edit: Merged. Regular users can only edit their posts for 24 hours... but it hasn't been that long. Odd, indeed.]
