is it sand storm or something to do with Ghostgate???

I haven't played Morrowind in a while... but everything on the inside of the Ghost-gate is related to the mountain and the plague. Outside the ghostgate, it's probably just dust storms... but it's been a while. I don't remember for sure.

yeah its a sand storm no damage from it but mabey temporary blindness, but thats it.

More like ash storm, not sandstorm, both in its "black-gray" version (outside Ghostfence) and "red" version (inside).

It does no harm, just reduces area of sight. Possibly Morrowind designers had some special intentions for it prior to release, like make the storms deal damage to characters not wearing special masks (remember chitin helmet that Ashlanders frequently wear?), or make "red" storms capable of spreading blight diseases and infecting characters with them. Regardless if there were such plans or not, none of them made it into release.

i always assume that ashlander mission would be more walking compared to most missions

Ash storms are well... Yeah, dust storms. It truth they come from Red Mountain, but the Ghost Fence acts as a big air filter in that respect, removing the blight disease from it.
If you travel inside Ghostgate, you can catch the Blight from the storms there.
