Where can you find enchanted arrows at lv. 1? Can you?

more or less any place you find at any other Lvl. Ther not set to a certain place so its random.

I have -never- ever, found any enchanted arrows at level 1, and I have 200 hours on that file. Where should I look to find them, in particular? If it's only in random loot that's because I've never seen them. Who carries them? Marauder Archers? Bandit Bowmen?

Well if you finished the Dark brotherhood already just kill the archer underling their.

Random loot is controlled by leveled lists. Enchanted armor doesn't show up until level 3 so I think enchanted arrows won't show up until then either.

You might still be able to enchant items yourself... but that involves intentionally holding yourself down to level 1, which seems to be what you're saying.

You could be right. The player might not be able to enchant arrows but there are magic/enchanted arrows that can be found at higher levels.

Similar kind of question i know you cant enchant arrows in vanilla oblivion, is there a mod that makes this possible? Ive installed ooo, and it seems to be a massive improvement on vanilla oblivion really makes the game that more realistic and challenging.
