Stuck in bravil

I am on the aid for bruma quest, I am stuck in bravil because it says the count is in fathis aren's tower.  I did the theives guild quests before main quest.  I go down into where he is, but it seems he is in a bricked up square.  The triangle on the map is green but I can't get to the guy.  I can't get any further on the main quest without talking to this douche.

Is there more than one level in that area? Perhaps he's below or above the "bricked-in" area.

Are you sure that your currently active quest is "Allies for Bruma"? Sometimes you can gain a new quest by talking to an NPC and it replaces your current quest without you even noticing. That would move the green arrow to a strange new location that makes no sense, like that. It's been a while since I did that quest but I think the count should remain in the city and the only thing you should have to do to get aid should involve closing an Oblivion gate nearby.

...on further research: Viera Lerus must be alive in order to complete the Bravil portion of 'Allies for Bruma'. If you've already done the Thieves Guild quest, there is a chance you may have already killed her since "....In the Thieves Guild Arrow of Extrication quest, you'll earn a blood price if you kill her...."

It's handled, I just moved on without bravil's help.
