Toutious sextius glathir quest Glitch?

Whilst doing the Glarthir Quest, I am killing Toutious Sextius and I can't find him. I follow the map marker and it points towards Castle Skingrad, but I get to one point and it says *
YOU CANNOT GO THAT WAY,TURN BACK
*, but the map marker is still pointing.Can someone help?

uuuh...pretty much directly behind castle Skingrad look ing towards The Elsweyr border overlooking an Ayelid well and a small pond.

is it a place you could normaly enter or set by game limits, if so ive seen many animals travel past where i cant so mabey he could too..
