Kvatch Chapel keys?

Where am I supposed to get the keys to the Chapel Undercroft doors in the Kvatch Temple where I closed the 1st Oblivion gate?

Go back to the church and talk to the captain (or whatever he is, haven't been to Kvatch for centuries).

He's called Berich Inian, and stands just inside the door to the left. You have to talk with him, and the Imperial guards, and then you all go through the undercroft.
