How to get the console working?

I can't seem to get the console to work at all... is it because i use vista (when i had Xp i could get the console to appear by using the key above tab) or something because the bAllowConsole is set to 1 in the Oblivion.ini file however in the default.ini file bAllowConsole doesn't even exist so i figured that might also be the problem.

I have the same problem! It's something about the IR port preventing it from working. My sister also posted a topic about it, but we didn't resolve much see here for what we resolved, although it wasn't a lot. If you resolve the problem, be sure to let me know!
