The new Elder Scrolls game announcement was expected to arrive for some time now. Since the recent leaks and rumors, there were few doubts that the game that Bethesda Game Studios is developing is TES V. The final word was spoken by Todd Howard at Spike Game Awards. A
trailer (lower-def version can be found
here)was posted as well, giving certain details on the forthcoming game: TESV: Skyrim.
The trailer contails the following text:

The Elder Scrolls told of their return.
Their defeat was merely delay till the time after Oblivion opened.
When the sons of Skyrim would spill their own blood.
But noone wanted to believe. Believe they even existed.
And when the truth finally dawns. It dawns in fire.

This confirms that TES V is not a prequel but a sequel to Oblivion. The game is set in Skyrim, the northernmost province of Tamriel that was colonized by the Nords coming from the continent of Atmora. The colonization was a lengthy process, and the Atmora settlers contributed massively into the formation of modern-day human races of Tamriel. The province had a long and versatile history (more can be found in UESP articles on the Nords and Skyrim itself), with Nords, their culture and architecture extensively featured in the previous TES games, especially in a Morrowind second expansion named Bloodmoon.
The recent
tweet from Bethblog also indicates that the game will be using a brand new engine, although previous reports suggested that the engine will be an expansion of the technology used in TES IV: Oblivion and Fallout III. The Elder Scrolls 5 will be available for current-gen consoles, and it will most likely be released on PC, Xbox 360 and PS3 at nearly the same time. The release date, according to the trailer, is 11/11/11.
