How do I install mods?

Hey everyone I cant seem to find a post that explains how to install mods.  I have found some good stuff and downloaded it but I cannot seem to install them properly.  Is there a site that explain how to install them I found one for Morrowind but I cannot seem to find one for oblivion and the files are a bit different.  If someone could post an explanation or a link to somewhere that has an explanation I would appreciate it very much.

Just place any plugin files in a folder called "Data" in Oblivion's main, then select the appropriate plugin before launching the game by choosing "Data Files" found in Oblivion's launcher.
Most mods/plugins which require custom textures etc however should come with their own installation instructions. If not then just make sure the plugin's files are layed out in the Data directory in the same folders they came in, else they won't work.. if that makes sense?
