Do you know how much paperwork it is to register a guild to the Elder Council?

I wish that there were more guilds in Oblivion,

like in Morrowind, and that the guild storyline quests were longer, also that you could start your own guild which would be cool.

Agreed.  I miss the great house affiliations you could get in MW (Hlaalu, Redoran, Telvani) and the Imperial Cult.  I can see the Tribunal group being defunct but why the Imperial Cult?  Was it because the IC was more or less subordinate to the Tribunal in MW but is fully ingrained in the lives of Cyrodiil?  I guess the Arena is a substitute for the other guilds/cults that were eliminated. Still it would be nice to be able to join one or more of the religious factions or a great house in this game and have quests.  I've always wondered why they completely dropped the great houses in Oblivion.   They weren't unique to MW afterall.

Although the rewards for becoming the grand master of a guild in Oblivion are better than MW they are still pretty lame (e.g. getting a bit of gold once a week when you no longer need any more gold).  It would be nice to have some difficult and complicated high level quests once you've attained grandmastership of a guild.

Huge spoiler there Uncle Fuzzy!!

You can also consider all the deadric sects to be factions. Such groups and others are part of the background and you see them work together. You may help them but not join them.

Be careful when you join many guilds at the same time as their rules and duties intersect.

Also: Don't let uncle grumpy ruin your fun!

Sorry man, But not once does a guild interact with another guild and it actually means something. (There is the odd occasion where you do need to interact with another guild, but nothing that will ruin a quest from either guild) You must be thinking from Morrowind when it did.

Now to answer the OP's question. There are many small guilds that have one quest related with them. Here is a list of all of them.

The Blades
Knights of the White Stallion
The Order of the Virtuous Blood
Blackwood Company (you can join for a short period of time in the Fighters guild quest)
Knights of the Thorn
Mythic Dawn (you can join for a short period of time in the Main quest)
Order of the Dragon

Enjoy, Doran

Complete the Main Quest, and become the Champion of Cyrodiil. Then you are inducted into the Order of the Dragon.
