Where are the guilds?

Where are the guilds.  A guard said there were none in the capital except for the university, which is apparently mage guild central, but you cannot join the mage guild there.  So, where do I go?

In all the other major cities I've visited (I actually havent bothered to visit the capitol), I've seen a mage or fighters guild. The thieves guild is a bit trickier to join, I'm not 100% sure how to, I just got interrupted after a nap once and got the note.

I know in Daggerfall to join the thieves guild you had to actually get caught stealing something, after a few days you would get a letter telling you where to go. I have no idea if the same system is implimented in Oblivion though

The manual hints that sitting in jail can get you "contacts" for joining the TG.  Haven't tried it yet and no other opportunity has been presented to me, either.

*yes, I know it's cliche not to read the manual, but I always do, for some sick, twisted reason...*

You have to get tossed into jail, and then the next time you sleep a representative will give you a note. Then, just do as the note instructs.

actually to join the theives guild, just find a beggar, pay them the gold they want, then raise their attitude towards you (bribe them, whatever), after their disposition is abouve 90 or so, just ask about the grey fox

the begger will give you the quest to join the theives guild

Theives:
I found it easiest to drop all my stuff in a guild hall chest (stayed there, thank goodness) and pickpocket a guard.  Cheaper too.  Sleep your time off in jail, and the next time you sleep, you'll get a "mysterious note".  Follow those directions.

The guards in every city will give you directions to the guilds... general ones, but directions nonetheless.

Just make sure there's no bounty on your head when you do that... oops!
