By following the instructions they should come bundled with.

The standard mod layout for downloads is a zipped folder. Inside the folder are the .esp file, a ReadMe notepad file, and folders labeled meshes, textures, sounds, etc.

You open up the folder that the mod is saved to. You move the .esp file to the Oblivion>Data. You move the meshes to Oblivion>Data>Meshes. You move sounds to Oblivion>Data>Sound. You move textures to Oblivion>Data>Textures.
